Schedule Description
DUTIES
Provides accurate, timely, impartial and reliable information from internal
and external sources to support planning and decision making at all levels
across the university. The Senior Institutional Research and Planning Analyst
is responsible for the direct supervision of Learning Analysts, Research &
Planning Analysts and Research Associates. The Senior Institutional Research &
Planning Analyst will plan, schedule, assign and check their work and provide
advice and direction with respect to analysis and reporting. In collaboration
with the IPE Management team, supports the university's external and internal
reporting and analysis to assist in planning and decision making at all levels
across the university.
MAJOR DUTIES & RESPONSIBILITIES
Provides direct supervision of IPE Learning Analysts, Research & Planning Analysts and Research Associates including participating on hiring committees and providing feedback regarding performance.
Provides departmental planning and schedules, assigns and checks work and projects, and monitors service levels.
Assists in training new staff, monitoring their progress and developing associated training materials.
Provides consultation and advice to the university's academic and administrative departments including senior leadership and committees.
Educates clients on best practices of interpreting information and statistics to make strategic and operational decisions.
Ensures the technical integrity, security of mission-critical and confidential data according to the FOIPPA and other legislation as it relates to IPE work. Handles confidential data responsibly.
Liaises with the Information Technology department for reviewing and consulting on software acquisitions that relate to IPE functions, ensuring compliance with university security and integrity of information storage standards.
Regularly engages in problem solving in both a technical and non-technical sense at all levels of the university.
Oversees ongoing data validation. Through analyses identifies issues, explores reasons and provides solutions in collaboration with other departments to ensure university data integrity.
Responds to a variety of internal data and information requests from all levels of the university, external agencies (e.g. BC Ministry of Advanced Education, Statistics Canada) and special projects.
Develops, manages and manipulates complex databases.
Leads, plans, designs and conducts research projects. Interprets and analyzes data related to a wide range of functional areas from primary and secondary data sources. Prepares reports with descriptive and inferential statistics and qualitative analyses. Makes recommendations with regards to follow up research.
Uses statistical techniques to forecast student behavior around retention, enrolment and academic success.
Responsible for configuring and programming survey instruments, and verifying and amending response data received from multiple sources for survey projects.
Communicates findings in writing to internal and external audiences in a manner that is clear, concise and appropriate to the audience, including the design and delivery of presentations.
Creates advanced dashboards with sophisticated graphics using business intelligence tools to facilitate executive planning and strategic discussion.
Generates recommendations, impact analysis and information for all levels of the university and external agencies.
Leads the monitoring and improving of IPE business processes, service levels and data integrity. Provides advice and support for developing and enhancing processes for IPE reporting.

QUALIFICATIONS
EDUCATION:
Undergraduate university degree in an appropriate analytical discipline
(such as economics, sociology, management sciences, engineering,
computing or accounting), plus at least one year of education post-
graduation leading to a certification/designation in a related field.
EXPERIENCE:
Six (6) years related experience, including four (4) years of
experience designing and conducting research and reporting
Experience in gathering, synthesizing, evaluating and interpreting
information
Experience in a supervisory or coordination role
SKILLS KNOWLEDGE OR ABILITIES RELATED TO THE JOB
Ability to plan, schedule and assign work for a department
Ability to train and monitor new staff
Ability to coach and provide guidance to others
Ability to communicate effectively to a culturally diverse audience, both
verbally and in writing, including strong interviewing, listening and
interpreting skills
Ability to work collaboratively with other departments including
administrators, staff and faculty, with disparate levels of knowledge and
experience in a courteous, tactful and diplomatic manner
Ability to design and conduct research projects, modelling and scenario
analysis
Advanced skills with Microsoft Word and Excel, relational databases,
business intelligence and data visualization software, survey software,
and statistical analyses software
Strong understanding of the BC higher education system including knowledge
of provincial post-secondary reporting and accountability systems
Ability to manage workload with changing priorities and tight deadlines
while maintaining accuracy and attention to detail
Strong ability to communicate effectively both verbally and in technical
writing
Ability to incorporate learning into professional practice
Ability to work independently and under direction in a team-oriented
environment and respond to urgent requests
Very good record keeping and documentation skills

The salary for the above position is determined by the Collective Agreement
with the Canadian Union of Public Employees, Local 4879, as it presently
exists.
Pay Band
$39.15 - $43.50 ( CUPE Grade 12 (90% - 100%) )
Salary rate
This Position is not subject to a 90% start rate for new Employees.
