Senior Programme Manager QuSIT

Job Purpose

The Senior Programme Manager will join the Leadership Team of the prestigious EPSRC funded Hub in the UK's National Quantum Technology Programme. This role is accountable to the QuSIT Hub Director but will be expected to have a high degree of autonomy.

The post holder will coordinate and oversee the allocation of resources and financial management across the imaging components of the hub (≈50%, £10M equivalence). As a member of the QuSIT leadership team, the post holder will co-create the hub strategy with a particular focus on the Government's priority for skills, training and EDI across the hub, establishing a leadership position across wider UK NQTP.

Main Duties and Responsibilities

1. Apply broad and deep knowledge and experience to provide advice/guidance to other members of the QuSIT leadership team and wider University to address significant problems, many of which will be multi-factorial in nature.

2. Lead major projects and initiatives, which have significant resources and strategic impact, by developing an annual skills and training programme for the benefit of the early career researcher community across the UK's National Quantum Technology Programme (UK NQTP), widening and connecting the University of Glasgow's ECR network, and leading the significant imaging component of QuSIT across several HEIs including the University of Glasgow.

3. Review the performance of QUSIT in its support of PGR, early career and academic researchers working within the National Quantum Technology Programme (UK NQTP) and compare it to best practice in the sector, identifying areas of improvements in structure, practices, policies and technology, providing the University of Glasgow with a world-leading talent pool.

4. Ensure compliance with current and future work area objectives, employment regulations and national codes of practice.

5. Work with colleagues from all areas of the University from PGR, ECR and academic researchers to College and University Senior Management to promote quantum technologies and the associated skills agenda to the benefit of the UK academic and industrial ecosystem.

6. Work as a member of or advisor to committees and external bodies including EPSRC and the Department for Science Innovation and Technology (DSIT) providing high level advice and representing the University of Glasgow at a senior level for the Quantum and Photonic imaging sector.

7. Network with fellow professionals at all levels within the wider National UK Quantum Technology programme and represent and promote the QuSIT hub and relevant University of Glasgow interests on internal and external platforms, including the Hub's relationship with UK funders including EPSRC, and UK Government departments including but not restricted to the Department for Science Innovation and Technology (DSIT), the Department for Transport (DfT) and the Ministry of Defence (MoD).

8. Represent the QuSIT hub externally in sector groups and in negotiations pertaining to imaging components of the programme and in training and skills development including equality, diversity and inclusivity (EDI).

9. As a member of the Hub Leadership Team, shape strategic direction of the Hub's research and innovation of activity, leading planning and organising activities of others, considering the implications now and in the longer term to support training and skills development and wider support of the PGR and ECR communities.

10. Identify trends, strengths, weaknesses, opportunities and threats for Quantum Technologies in the UK taking responsibility of factors that may have an impact on the Hubs and University's research and support for early career and postgraduate researchers enabling appropriate and timely action to be taken.

11. Line Management responsibility for the Senior QuSIT Hub Business Development Manager.

12. Develop/improve the capability of Early Career and other Research Staff within the UK National Quantum Technology Programme, motivating and mentoring staff to meet current and future requirements.

13. Implement proposed changes to current work processes and where relevant, develop and define proposals for EPSRC/DSIT policies pertaining to the UK National Quantum Technology Programme, to improve quality and effectiveness, taking account of legislative impacts, showcasing and realising QuSIT as a leading example of best practice.

14. Maintain Continuing Professional Development in own field and with National and University developments and strategic direction.

Knowledge, Qualifications, Skills and Experience

Knowledge and Qualifications

Essential:

A1. PhD or equivalent in Physics or Engineering discipline, with a broad range of professional leadership experience in strategically important specialist areas.

A2. In depth knowledge and understanding of project/programme management methodologies, techniques and tools and their application within a National Technology Hub.

A3. Comprehensive working knowledge of financial management, with an ability to manage and control budgets, analyse financial data.

A4. Understanding of the academic environment including the complex mix of pressures, constraints, motivations and risk/reward positions of academic staff, schools, and the institution.

A5. Well-developed understanding of policies surrounding Equality, Diversity and Inclusion and data protection and the implications of non-compliance at both national and international levels.

A6. Well-developed understanding of policies surrounding training and skills for ECR and PGR researchers at both national and international levels.

Desirable:

B1. Knowledge of and previous interactions with the National funders e.g. EPSRC and DSIT, active in this field.

B2. Well-developed knowledge of university systems and services and how they relate to externally funded projects.

B3. Understanding of UK National policies surrounding research management: Trusted Research, export control and Responsible Research and Innovation.

Skills

Essential:

C1. Proven high-level communication skills with the ability to communicate at all levels, including high-levels of Government, academia, funding bodies, and industry.

C2. Strong report/proposal writing skills with proven ability to produce reports, presentations and technical documents for a variety of audiences.

C3. Proven analytical and problem-solving capabilities with excellent qualitative and quantitative analytical skills, as applied to technical and non-technical hurdles.

C4. High level of competence with systems designed to support project management; improve team communications, information and data dissemination.

C5. Ability to multitask, work flexibly and adapt to changing environments.

C6. Ability to network effectively with high level of influencing, negotiating and diplomacy skills.

C7. Proven ability to liaise and cooperate across organisational and geographical boundaries.

C8. Flexible, committed, reliable and enthusiastic approach with ability to work as part of a team with staff at all levels. Ability to maintain confidentiality.

C9. The ability to use initiative and creativity to resolve problems and identify and assess practical options.

C10. Organisational skills, relating to one's own work and that of others to direct effort to key areas.

C11. Stakeholder management skills, including understanding and managing competing stakeholder needs both internal to the University of Glasgow and with partner institutes and businesses.

C12. Ability to motivate project team members and to develop strong working relationships at all levels.

Experience

Essential:

E1. Depth of experience of successfully managing and delivering multi- disciplinary collaborative programmes across multiple HEIs.

E2. Experience of providing high calibre operational leadership and direction within a complex multi-stakeholder high profile context.

E3. Experience of developing, planning, and managing large complex projects.

E4. Demonstrable track record of successful staff leadership and management, including target setting and performance management.

Desirable:

F1. Relevant experience gained within the Higher Education sector.

F2. Experience of working in a research-intensive environment.

Terms and Conditions

Salary will be Grade 9, £58,596 - £65,814 per annum.

This post is full time (35 hours per week) , and is fixed term for up to 5 years in the first instance.
