Required Qualifications (as evidenced by an attached resume):
Bachelor's degree (foreign equivalent or higher). Four (4) years of progressive, full-time professional experience in information technology operations, systems administration, cybersecurity, and/or technology project management. Experience developing, deploying, or maintaining custom API connections (e.g., RESTful, SOAP) and working with standard programming/scripting languages (e.g., Python, JavaScript, SQL). Must have, keep and maintain the appropriate valid NYS Driver’s License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. Preferred Qualifications:
Master's degree (foreign equivalent or higher) in Computer Science, Information Technology, or a related field. Experience working in a higher education environment or a large public sector institution. Professional certifications in project management (e.g., PMP, ScrumMaster) or IT service management (e.g., ITIL). Experience with electronic physical security platforms (e.g. access control, IP video surveillance, dispatch/emergency response systems). Experience developing operational dashboards and reports using BI tools (e.g., Tableau, Power BI, Looker Studio). Experience in emergency response or disaster recovery agencies (e.g., Police/Fire/EMS, or Red Cross/CERT).

Brief Description of Duties:
The Manager for ERM Technology & Security Operations serves as the operational lead for information technology, system integrations, and electronic physical security infrastructure across the Division of Enterprise Risk Management (ERM). This role provides high-level technical expertise, workflow coordination, and project leadership. The incumbent is responsible for maintaining critical system integrations (including custom APIs), escalating complex technical support issues, and coordinating the deployment of physical security technologies (access control, video surveillance, and emergency communications) to support operational continuity and campus safety. The incumbent will need to have strong interpersonal skills and the ability to collaborate with technical and non-technical staff.

• IT & Technical Operations Leadership: 
  • Serve as the senior technical escalation point for complex hardware, software, network, and system issues across the Division of Enterprise Risk Management. 
  • Assist management in overseeing daily IT service delivery, coordinating technical support workflows, and supervising/guiding junior technical staff.
  • Oversee the configuration, deployment, and operational maintenance of specialized systems, workstations, mobile devices, and peripherals utilized in ERM units (including emergency service, dispatch, and command environments).
  • Ensures systems and technical practices comply with institutional cybersecurity policies and data privacy standards.

• Systems Integration & API Development: 
  • Designs, develops, tests, and maintains custom API connections and scripts to integrate disparate campus enterprise systems, databases, and third-party software solutions.
  • Ensures data integrity, system interoperability, and cybersecurity compliance across interconnected platforms.
  • Contributes to the Access Control leadership and programming teams, assisting in the development and execution of strategic technological initiatives.
  • Assist in automating routine IT operational workflows and data exchanges between departmental systems.
• Project Management, Analytics, & Business Intelligence:
  • Serve as the technical project lead on division technology deployments, tracking deliverables, milestones, and resource requirements to ensure timely execution.
  • Build and maintain operational dashboards, custom reports, and data visualizations to track system performance, incident metrics, and project health and inform departmental decision making.
  • Assists management in defining project scopes, timelines, and resource allocations.
  • Identifies operational bottlenecks, supports risk mitigation strategies, coordinates cross-functional project teams, and provides regular status updates to leadership.
  • Conducts feasibility studies and cost/benefit analysis for ongoing and upcoming department/division initiatives.
  • Assists management in the identification and application of grants.
• Physical Electronic Security Systems Coordination:
  • Coordinates the testing, evaluation, and technological maintenance of physical security infrastructure (e.g., access control systems, surveillance infrastructure, emergency notification endpoints).
  • Assists in evaluation of new physical security technologies, IoT devices, and hardware components for operational suitability.
• Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes:
This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.

In addition to the employee's base salary, this position is eligible for $4,000 UUP annual location pay, paid biweekly.

Essential Position: This has been designated as an essential position based on the duties of the job and the functions performed. Positions that are designated as such may be required to report to work/remain at work even if classes are canceled, and the campus is working on limited operations in an emergency.
